Mr. Bowers graduated from the University of North Carolina at Chapel Hill in 1989 with a B.A. in Communications.  After graduating, he worked for C&S/Sovereign bank in mortgage lending where his primary duties were mortgage originations, approvals and servicing.  The experience he gained while working in mortgage lending and real estate led to his introduction to the right of way industry.  In 1991, Mr. Bowers Left C&S Sovereign and began work at The North Carolina Department of Transportation as a Right of Way/Relocation agent trainee.  After a two year training and evaluation process Mr. Bowers served as a Relocation Agent with NCDOT.  His tasks involved the implementation of policy and procedure as directed by The Uniform Relocation Assistance and Real Property Acquisitions Policies Act of 1970.  Specializing in relocation, Mr. Bowers was promoted to Area Relocation Agent in 1997.  As an Area Relocation Agent in Winston Salem, he was responsible for an area comprised of approximately 20 counties.  In 1998, Mr. Bowers was hired by Post, Buckley, Schuh & Jernigan (PBS&J) where he served as Relocation Coordinator for the Carolinas area. Subsequent to his time at PBS&J, Mr. Bowers opened Meade, Bowers & Associates, a privately owned Right of Way Consulting firm specializing in relocation, only.  Among the projects completed by Meade, Bowers & Associates was a retirement home for NCDOT as well as the Outlying Landing Field for the Department of the Navy in Eastern North Carolina.

Mr. Bowers has 27 years of Right of Way experience.  He is a North Carolina Real Estate Broker and has served as project manager on numerous design-build and traditional delivery projects.

In 2000, Mr. Hawke inquired as to the possibilities of combining specialties/disciplines in a process that resulted in Carolina Land Acquisitions, Inc. as it exists today.  For the past nineteen years CLA has specialized in the design-build format and was instrumental in the development of the aggressive ROW process that is considered the standard in the State today.

Mr. Bowers continues to specialize in all relocation aspects of projects handled by CLA.  Additionally; he has managed Relocation EIS studies for future NCDOT and NCTA projects throughout the State.  Mr. Bowers has also managed compliance audits in other states.

Mr. Bowers is a native of Western North Carolina.  He and his wife Priscilla have two sons and reside in the Anderson/Greenville SC area.
