Mr. Hawke graduated from the University of North Carolina at Chapel Hill in 1989 with a B.S. in Business Administration. After graduation he worked for the North Carolina Department of Transportation holding a variety positions with tasks including real estate appraisals and reviews, right of way cost estimates, impact studies, service road studies, public/private utility coordination, and preliminary utility relocation cost estimates. Mr. Hawke left the NCDOT in 1997 and worked for Seagle & Associates in the commercial real estate appraisal field for two years. He specialized in various types of stand-alone commercial uses, strip commercial shopping centers, and residential subdivision analysis. Later that same year Mr. Hawke started Hawke & Associates, a real estate appraisal firm specializing in the field of eminent domain.
Mr. Hawke has over twenty-eight years of experience in the right of way industry. He is a North Carolina General Certified Real Estate Appraiser and a North Carolina Real Estate Broker.
In 1998, Mr. Lewis Allen approached Mr. Hawke with the idea of establishing a private right of way firm to assist the North Carolina Department of Transportation with the management of the acquisition process for public improvement projects. Carolina Land Acquisitions, Inc. (CLA) was officially formed in 1998.
In 2000, Mr. Hawke was joined by Mr. Bradley D. Bowers of Post Buckley Schuh & Jernigan (PBS&J). For the past eighteen years CLA has specialized in the design-build format and was instrumental in the development of the aggressive ROW process that is considered the standard in the State today. Through this experience, CLA was instrumental in the development of the land acquisition process for the North Carolina Turnpike Authority (NCTA), the North Carolina Global TransPark, and the Eastern North Carolina Natural Gas Pipeline Project.
Mr. Hawke served as the right of way administrator and project manager for the NCTA from 2008 – 2010. He managed the initial right of way cost estimates for NCTA on a statewide basis. In addition to his extensive work with the NCTA, Mr. Hawke managed the Eastern North Carolina Natural Gas Pipeline Project from 2001–2006.
Mr. Hawke is a native of Raleigh, NC. He and his wife Michelle have three sons and currently live in Oak Island, NC.
