Ritchie D. Tuttle

Vice-President / Project Delivery

As Vice President / Project Delivery, Mr. Tuttle serves as a primary point of contact on all projects for CLA.  Mr. Tuttle oversees the final close-outs and authorizes availability to NCDOT and consultant contractors.  Mr. Tuttle has over twenty-nine years of experience in the right of way industry.  Mr. Tuttle has worked for CLA for seven years and has managed the Western Office for CLA during this time, in addition to overseeing the Quality Control Program and Staff Training.  Prior to joining CLA, Mr. Tuttle served as the Right of Way Coordinator for the City of High Point.  He was responsible for the acquisition of right of way for projects that included Greenway Easements, Electric Easements, Waterline Easements, Sewer Line Easements, and Highway Right of Way.  Mr. Tuttle worked for the North Carolina Department of Transportation for twenty-two years, rising from an Agent I to Area Supervisor.  He managed Right of Way Projects in a fifteen county area including the major metropolitan areas of Charlotte, Greensboro, and Raleigh.  Mr. Tuttle has worked directly with various companies and municipalities with Right of Way Acquisition and Right of Way Certifications on Federal Aid Projects.  During his time with NCDOT, Mr. Tuttle worked directly with the NCDOT Rail Division and NC Railroad in developing a process adhering to the Uniform Act while considering the specific issues associated with railroad right of way.  He is a North Carolina Real Estate Broker and a Certified Public Manager.
